Should I call my insurer or a roofer first after hail?

Can a roofer handle my insurance claim for me in Texas?
No. Texas Insurance Code chapter 707 bars contractors from negotiating claims, and it makes a deductible the homeowner’s own bill: any offer to make it disappear is the law being broken in front of you. A roofer’s legitimate role is the inspection, the written scope and the work itself.
